DESCRIPTION

An employee in this class examines, evaluates, and investigates eligibility for or conformity with laws and regulations governing contract compliance of federal grants and programs and other compliance and enforcement inspection activities. The employee is expected to use independent judgement in the performance of some duties. Work is continuously reviewed through conference and appraisal of performance.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Monitors and evaluates for Department’s local and federal compliance with approved program activities;
  • Assists with planning and developing operating procedures and policies which support the goals and objectives;
  • Disseminates information on federal mandates, regulations and guidelines;
  • Compiles statistical data to support all activities and to calculate program effectiveness;
  • Monitors all phases of activities to ensure compliance with federal and local laws;
  • Conducts research and prepares reports;
  • Administers and tracks program budgets;
  • Communicates on behalf of program with relevant stakeholders;
  • Provides informal and formal training related to administration of federal grants;
  • Examines and verifies correctness of, or establishes authenticity of records;
  • Keeps immediate supervisor informed;
  • Performs other related duties as required.

FACTOR I - KNOWLEDGE AND ABILITIES REQUIRED

  • Knowledge of applicable federal and local law and Departmental policies and regulations;
  • Knowledge  of  internal  and  external  auditing  concepts,  techniques,  methods,  and procedures;
  • Knowledge of GAGAS auditing and reporting standards;
  • Knowledge of basic computer operation;
  • Knowledge of departmental rules, regulations, policies and procedures.
  • Ability to communicate orally and in writing through such forms as correspondence, briefing papers, reports, and issue papers;
  • Ability to establish and maintain an effective working relationship with the public and all persons contacted during the course of work;
  • Ability to work effectively, cooperatively and harmoniously with agency staff, public, groups and individuals;
  • Ability to research, compile data, and write reports.

FACTOR II- SUPERVISORY CONTROLS

  • Work is reviewed and evaluated directly through documents and reports, observations, annual performance evaluations, and annual program evaluations.

FACTOR III - GUIDELINES

  • Guidelines  consist  of  applicable  federal  and  local  laws,  Departmental  policies  and regulations, and inspection procedures manuals.

FACTOR IV – COMPLEXITY

  • The Program  Compliance Monitor consistently exercises discretion and independent judgement, utilizing ability and sound judgement to interpret data and conditions.

FACTOR V - SCOPE AND EFFECT

  • The scope of the work to be performed by the Program Compliance Monitor is far reaching, impacting the integrity and viability of federal programs.

FACTOR VI, VII - PERSONAL CONTACTS & PURPOSE OF CONTACTS

  • Contacts are made with Department personnel at the district and  state  levels  and employees within own agency for the purpose of planning, developing and implementing initiatives and policies and to obtain and exchange information relative to the federal grants program.

FACTOR VIII - PHYSICAL DEMANDS

  • There are no strenuous physical demands placed on this position. Air travel within the Territory and travel to the mainland to attend workshops and seminars may be required.

FACTOR IX - WORK ENVIRONMENT

  • Workplace will vary at times. Work is to be performed in a smoke-free, drug-free office setting with a computer work station and telephone, but may require visits to other activity centers.

MINIMUM QUALIFICATIONS

  • Bachelor of Arts Degree from an accredited university in Business Administration, Accounting or closely related field; or
  • An associates of Arts degree from an accredited university in Business Administration, Accounting or closely related field two (2) years clerical, revenue collection or cashier experience, including three (3) credits in Accounting; and
  • Valid Virgin Islands Drivers License.

DESCRIPTION                               

A Performance Evaluation Staff Associate provides support and contributes to the program’s planning evaluation, knowledge management and monitoring. He/she identifies performance indicators, develops quality assurance strategies, trains program employees, maintains contact with program partners and ensures all program aspects comply with institutional requirements. The Employee Effectiveness System (EES) was developed to enhance the quality of work within the VIDE.  It seeks to enhance the longevity of the VIDE and maintain a structure and sets the tone for organizational behavior.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Project management of the workgroup evaluation processes, objectives and desired outcomes during development, design and delivery periods
  • Support to Commissioner, District Leads on evaluation system performance peaks, inform on shortfalls where leadership attention is needed
  • High aptitude for frequent use of various technology tools such as research based web searches, excel, and interpretation of data both available and created to maintain knowledge of performance metrics
  • Ability to rapidly adapt content and capacity knowledge of performance management software; day-to-day portal support required to assist users in navigating the site
  • Comprehension of the union CBA’s body of knowledge which serve as a guidance and administrative document for design and development
  • Efficient reporting practice of district data for the territory; weekly and monthly tracking of the progress and status of workgroup evaluation performance
  • Upkeep of the VIDE Portal management which serves as then e-document resource for all evaluation processes
  • Preserve and edit evaluation electronic guidebooks, forms, timelines, and documents created in support of the live, pilot and design processes
  • Partner District Leads and Workgroup Managers, to support live and pilot processes; provide supportive communication and reports on district evaluation performance
  • Demonstrate skill in coaching staff and peers; provide technical assistance to other departments as needed
  • Conduct training both in-person and virtual of the performance management system, resource portal and additional aides to workgroups, team leads and supervisors
  • Attend monthly planning team meetings, contribute to the ongoing conversation of evaluation development to support the organization’s goals for the employee performance management system
  • Budget responsibility that captures expenditures to ensure program quality and needs are covered for training, development, design and all phases associated with monitoring the program
  • Maintain meeting notes, commitments, and tasks lists associated within the responsibility of the moving projects forward
  • Assist in ensuring that the functions of human resources are supportive of the institutional goals
  • Project-based HR assignments; Comply with applicable HR policies, rules and regulations
  • Perform other functions that may be assigned by the supervisor and/or Director.

EDUCATION AND EXPERIENCE

  • Master’s degree in Education Administration, Curriculum and Instruction, Business, Communications, Psychology or related field and four (4) years of progressively work experience in education, classroom teaching, training, management, leading projects, workflow management, compliance, recruitment initiatives. 
  • Bachelor’s degree in Business, Communications, Psychology or related field and eight (8) years of progressively work experience in education, classroom teaching, training, management, leading projects, workflow management, compliance, recruitment initiatives.

ELEMENTARY EDUCATOR CERTIFICATE

Elementary Educator Certificate

Professional Educator Class I Certificate Requirements (valid for five years and renewable every five years with special requirements)
On and after August 7, 2003 to receive a Professional Educator Class II Certificate for elementary teaching, an applicant shall present evidence of meeting the following requirements:
A. Holds a bachelor's degree from an accredited and/or approved institution;
B. Has a minimum of 42 semester credit hours in five of the six general academic areas: English, natural science, mathematics, social studies, foreign language and fine     arts: 
C. Has a minimum of 36 semester credit hours in professional education in a planned program of study and experience in elementary education to be distributed among      each of the following:
                1. Foundations of Education (This group includes areas such as philosophy of education, school effectiveness, history of education, and comparative                                   education);
                2. Educational Psychology (This group includes such areas as growth and development of children from birth through life span, psychology of learning, child-adolescent psychology and
                    mental hygiene);
                3. Curriculum and Methods (This group includes a minimum of 18 semester credit hours in teaching language arts, reading, mathematics, fine arts, science.social studies, and effective
                     teaching skills, classroom management, measurement and evaluation);
                4. Educational Technology or comparable computer course;
                5. Special Education; and
                6. Student Teaching (supervised observation, participation and full-time responsible teaching in an elementary school, totaling at least 6 but not more than 12 semester credit hours)
D. Has successfully completed the required assessments

GENERAL STATEMENT OF DUTIES

This is complex administrative work in assisting a higher level administrator with the management of a department. An employee in this class is responsible for performing administrative staff assignments and office management work. Work differs from that of Administrative Officer I by the complexity of assignments and independent decision making, but an employee is allowed to use his or her own judgment where necessary. General supervision is received through conferences, and review of work for compliance with departmental rules and regulations.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

  • Assists in planning, developing, and executing operating procedures for agency or division; participates in the planning, and programming of agency activities, and assists in formulating work schedules.
  • Provides administrative staff support in the areas of fiscal management, personnel management and other administrative functions.
  • Supervises the maintenance of files and records, supplies and materials and the preparation of reports.
  • Prepares budget estimates of funds needed by the organizational unit suggesting needs for additional equipment, supplies, or personnel.
  • Ensures compliance with the laws, rules and regulations, and policies governing budgetary and fiscal mattes, recommending when certain expenditures should be made, and informs proper authorities on the availability of unexpended funds to avoid overspending.
  • Acts as personnel officer in a small or non-technical department in such matters as employee records, pay administration, recruitment, position classification, training, and other related aspects of personnel administration.
  • Functions as a representative of the department or division; discusses and interprets the department programs and procedures.
  • Ensures that personnel are informed of new or revised operating policies and that they are properly implemented.
  • Performs liaison work on behalf of superior with other officials and groups.
  • Prepares reports on the operation of a unit groups of small units for use higher level departmental officials.
  • Performs other related work as required.

KNOWLEDGE, ABILITIES AND SKILLS:

  • Considerable knowledge of the general theory and principles of budgeting, general procurement and supply personnel administration, and decision making in public administration;
  • Ability to interpret and understand complex procedural and general administrative legislation, rules and policies;
  • Ability to assist in the formulation and execution of agency policies and programs;
  • Ability to participate in the planning administration of a complex agency functions;
  • Ability to assign work and to supervise staff of clerical and supervisory personnel;

EDUCATION AND EXPERIENCE:

  • Graduation from a recognized college or university with major work in Business Administration or related field and two years administrative experience; OR
  • Two years experience as an Administrative Officer I; Or
  • Three years experience as a Junior Manager Assistant

DESCRIPTION

This is work dealing with the formulation and compilation of budgetary data primarily for employee salaries and administrative support and service. An employee in this class prepares budgetary information for activity centers within the department in conformity with comprehensive policies, procedures and other operating functions established by higher education. Work is performed under the direction of a higher level officer and is reviewed for accuracy and completeness.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

  • Requests proposed budget form activity centers; determines spending patterns and complies a draft budget for review by supervisor. 
  • Ensures availability of funding before various personnel transactions are enacted;
  • Advises department heads on budget problems, assists them in the maintenance of proper appropriation and allotment accounts;
  • Examines budget and accounts of the department, studies its operations and needs.
  • Submits requests for budget adjustments, maintain running accounts and other fiscal documents and reports
  • Reviews past expenditures of activity centers and prepares a proposed line item budget. Makes appropriate changes as needed. Notifies activity centers of their quarterly allotments.
  • Prepares general ledger sheets for activity centers maintaining running balances, projections, reprogramming of funds and budget preparation. Reprograms funds by determining surpluses and deficits, prepares surplus/deficit reports spreadsheet for each activity.
  • Maintain financial database
  • Develop budget projections
  • Performs other duties as required and assigned

KNOWLEDGE AND ABILITIES

  • Knowledge of and ability to utilize principles, methods, techniques and systems of financial management;
  • Knowledge of departmental rules, regulations, policies and procedures;
  • Knowledge of the rules and regulations of governmental accounting budgeting;
  • Knowledge of accounting software functionality
  • Ability to establish and maintain effective working relationships with all persons contacted during the course of work;
  • Ability to prepare accurate financial reports;

EDUCATION

  • Bachelor’s degree from a four-year college or university in Accounting, Finance, Business Administration or any closely related field which includes at least twelve (12) credits in accounting plus two year’s experience dealing with financial, accounting or budgetary matters

OR

  • High school diploma or its equivalent and eight (8) years experience dealing with financial, accounting or budgetary matters which include at least twelve (12) credits in accounting.
