DESCRIPTION

This is responsible work which involves the maintenance of a safe and orderly environment. Work also involves the responsibility for reducing incidents of disorderly behavior on the school grounds and to discourage disruption of school business, programs, and other activities by students and/or non-students.  The employee is required to use good judgment while enforcing rules and regulations in accordance with established guidelines.  Supervision is received from the school’s Principal and/or designee through periodic inspections, review and analysis of reports submitted.

DUTIES AND RESPOSNIBILITES (NOT ALL INCLUSIVE)

• Check all students and visitors for passes while on school premises;

• Prepares a daily incident report;

• Reports any student and/or non-student who are caught in the act of gambling, smoking, fighting, or any other behavior deemed unacceptable, to the Principal and/or designee, for appropriate action;

• Ensures that students adhere to established laws, rules, and regulations;

• Establishes effective rapport with students, parents, and staff that will result in the reduction and/or prevention of activities that seems to hamper the teaching and learning process;

• Reports all incidents, which require police assistance to appropriate personnel;

• Performs other related work as required.

KNOWELEDGE, SKILLS AND ABILITIES

• Knowledge of conflict management and strategies;

• Knowledge of the basic methods and practice of security guard work;

• Ability to read and comprehend;

• Ability to react quickly, calmly, and appropriately, during emergency situations;

• Ability to deal tactfully, courteously, and impartially with all persons contacted, during the course of work;

• Ability to express oneself, clearly and concisely, orally and in writing;

• Ability to write a simple report.

EDUCATION AND EXPERIENCE

•     Completion of the twelfth grade or its equivalent, plus two (2) years working experience

in a guarded and/or security-related type position;

•     Psychological testing and physician statement of good health are required (if hired).

DESCRIPTION

This is a standard position involving work monitoring and analyzing past and present programs and estimating future program activities.  An employee in this class participates in planning of the various programs.  They also plan and coordinate activities for assigned programs and prepare summary and monitoring reports and participate in budget planning for various program areas mandated by the Department.  Work is performed under the direction of a higher level officer, where general supervision is given.  Work is reviewed at least once weekly to verify completeness of assigned duties.

                 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

  • Develops, installs and maintains program monitoring systems which provide control of expenditures made to carry out activities for the Virgin Islands Government;
  • Advises management regarding matters, such as effective use of resources and methods for preventing capital being frozen;
  • Participates in planning of agencies and department programs;
  • Monitors various programs;
  • Plans, coordinates and directs activities for Virgin Islands assigned programs;
  • Prepares summary and monitoring reports and participates in budget planning for several program areas mandated by the Virgin Islands Government and the Federal Government;
  • Conducts site visits as prescribed by the various program plans.
  • Participates in program assessment and evaluation.
  • Interprets Virgin Islands policies, programs and objectives, serves as liaison between Virgin Islands Government and project staff/sub-grantees;
  • Analyzes operation of projects and recommends methods for improvement;
  • Prepares and submits summary reports, indicating monitoring activities on projects or participants, including information about appropriateness of jobs, goals and objectives of the program.
  • Conducts oral interviews on a group or individual basis with participants and Program Operators in order to ascertain that the goals and objectives of the programs are being
  • Performs related work as required.

KNOWLEDGE AND ABILITIES

  • Knowledge of and ability to understand and implement programs within federal guidelines;
  • Knowledge and ability to conduct training and seminar sessions;
  • Knowledge of interviewing techniques;
  • Knowledge of basic mathematical functions;

DESCRIPTION

This is highly skilled work in directing, supervising skilled, semi-skilled, and unskilled workers, including students and other youth trainees in the areas of Carpentry, Masonry, and Roofing. General Construction, and building trades, including Plumbing, Electricity, Exterminating, Painting, Care of Grounds and Building Equipment, General Plant Maintenance and Repairs and Preventative Maintenance.  Work involves the application of specialized knowledge in the building trades, and is performed with considerable independence in accordance with standard and/or accepted trade practices. This position works under the general supervision of the Assistant Director or Director of Maintenance and Plant Operations.

DUTIES AND RESPONSIBILTIES (NOT ALL INCLUSIVE)

  • Makes periodic inspection of plant facilities to determine facilities and repair needs, proper working condition and general operating efficiency;
  • Supervises and coordinates activities of workers engaged in one or more occupations;
  • Studies production schedules and estimates man-hour requirements for completion of job assignments;
  • Interprets and enforces company policies to subordinate employees;
  • Enforces safety regulations;
  • Interprets specifications, blueprints, and work orders to employees and assigns duties;
  • Establishes or adjust operations to meet time lines using knowledge of capacities of equipment, machines and personnel;
  • Recommends measures to improve service, production, equipment performance and utilization and work conditions;
  • Analyzes and resolves work problems, or assists workers in solving work problems;
  • Recommends or initiates effective personnel actions, such as commendations, promotions, and disciplinary measures;
  • Assists in other employee training;
  • Assists in estimate requisition, and inspection of materials, supplies and/or equipment for specific jobs;
  • May confer with other supervisors to coordinate activities of individual section, activity centers, schools, divisions or other departments or agencies;
  • Performs related work as required.                                                                                                                                                                       

KNOWLEDGE, SKILL AND ABILITIES

  • Skilled in the operation of hand tools normally used in construction, maintenance, landscaping, and other related e equipment;
  • Skilled in the operation of power tools including circular saw, power drill, bench grinder, string trimmer, hedge trimmer, power floors cleaner, carpet shampoo machine, paint sprayer, power drain cleaner, chain saw, key machine and chemicals associated with maintenance and landscaping essential job functions;
  • Skilled in the operation of motorized vehicles;
  • Knowledge of federal and local safety practices and principles related to maintenance guidelines;
  • Knowledge of principles and practices of employee supervision, including work planning, assignment and review and the training of staff in work procedures;
  • Knowledge of policies, procedures, equipment, materials and supplies related to the construction, operation, maintenance and repair of facilities and infrastructure (such as streets, underground lines);
  • Knowledge of policies, procedures, equipment, materials and supplies related to parks, landscape areas and street trees;
  • Knowledge of policies, procedures, equipment, materials and supplies related to the service and maintenance of construction equipment and vehicles;
  • Knowledge of applicable laws, ordinances, rules and regulations;
  • Knowledge of computer applications related to the work;
  • Knowledge of techniques for effectively dealing with a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the telephone;
  •  Knowledge of inventory control practices and principles;
  • Ability to maintain routine reports and to prepare trip records;

FACTOR II: SUPERVISORY CONTROLS

  • Requires supervision of maintenance employees;

  • Employee works confers maintenance needs and goals of the VIDE to  a higher-level officers who describes scope of goals and daily objectives;
  • Work is controlled by routine review and reporting to or consultation with principals, activity center heads and supervisor;
  • Work is reviewed through on-site visits, reports, and achievement of objectives;                                                                                                                                                                                   

FACTOR III: GUIDELINES

  • USVI Traffic Safety Laws, Federal Safety Laws, and Departmental guidelines and procedures must be followed.
  • Employee is expected to use knowledge acquired through specific instructions, and experience in making independent decisions.                                                                                                                                                                                

FACTOR IV: COMPLEXITY

Requires a combination of job functions using sound judgment to perform a variety of job tasks and supervision according to clearly prescribed instructions, standard practices, and procedures.

FACTOR V: SCOPE AND EFFECT

  • The purpose of this work is to ensure the completion of maintenance goals in the buildings and infrastructure of all VIDE grounds.
  • Requires responsibility for contributing to agency objectives by supporting or performing routine work activities within a small organizational unit.

Errors at this level may have cumbersome consequences and are readily detected through frequent checking or inspection.

FACTOR VI: PERSONAL CONTACTS AND PURPOSE OF CONTACTS

  • Requires personal contact with fellow employees, supervisors, administrators, work unit and in some cases students.

    FACTOR VIII: WORK ENVIRONMENT

EDUCATION AND EXPERIENCE

  • Completion of the twelfth grade or equivalent and successful completion of an approved course in building technology and facilities maintenance and at least six ( 6) years of progressively responsible supervision in building repairs, construction or plant maintenance and repair work;      

                                                                      OR

  • Completion of the twelfth grade or equivalent and eight ( 8) years progressively responsible role except at the journeyman level in two or more building trades such as plumbing/electrical wiring, carpentry, mechanical or refrigeration work, three (3) years of which should be in a supervisory capacity;

                                                                      OR

  • Completion of the twelfth grade or equivalent and two (2) years’ experience as a Maintenance Engineer II or its equivalent.

DESCRIPTION
This is professional work that requires specialized and professional work in executing all associated functions of public relations for the Department. The individual will also be responsible for building, increasing, and maintain a positive public image of the Department by working with various members of the media. Individual must be able to work independently, be organized, be able to prioritize and meet deadlines. Work is reviewed in the form of conferences, special instructions, review of reports submitted and appraisals. Supervision for this position is received from the Commissioner.

 DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Composes newspaper, radio, television, and other media releases, drafts and prepares department interpretive bulletins; articles for periodicals, pamphlets, brochures, spot announcements and script material;
  • Prepares special reports, short talks and speeches for department officials.
  • Maintains files of source materials; clips pertinent newspaper articles and preserve them for future reference.
  • Responsible for photographic assignments and releases pictures to news media when necessary.
  • Coordinate activities with advertising agencies, Government News Bureau, and public relations consultants.
  • Manage and execute public relation events;
  • Plan and manage an annual budget
  • Assist in assessing and interpreting the public’s attitude toward the Department;
  • Carry out involvement and information activities which earn public understanding and support;
  • Promote the Department’s strengths/achievements, and its solutions to problems;
  • Research and develop communication strategies;
  • Promote the development of collaborative initiatives between the Department and external stakeholders;
  • Performs other tasks as required.

  • Proficient in the technique of composing publications involving the compilation and processing of original and secondary data;
