DESCRIPTION

This is a standard position involving work monitoring and analyzing past and present programs and estimating future program activities.  An employee in this class participates in planning of the various programs.  They also plan and coordinate activities for assigned programs and prepare summary and monitoring reports and participate in budget planning for various program areas mandated by the Department.  Work is performed under the direction of a higher level officer, where general supervision is given.  Work is reviewed at least once weekly to verify completeness of assigned duties.      

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

  • Develops, installs and maintains program monitoring systems which provide control of expenditures made to carry out activities for the Virgin Islands Government;
  • Advises management regarding matters, such as effective use of resources and methods for preventing capital being frozen;
  • Participates in planning of agencies and department programs;
  • Monitors various programs;
  • Plans, coordinates and directs activities for Virgin Islands assigned programs;
  • Prepares summary and monitoring reports and participates in budget planning for several program areas mandated by the Virgin Islands Government and the Federal Government;
  • Conducts site visits as prescribed by the various program plans.
  • Participates in program assessment and evaluation.
  • Interprets Virgin Islands policies, programs and objectives, serves as liaison between Virgin Islands Government and project staff/sub-grantees;
  • Analyzes operation of projects and recommends methods for improvement;
  • Prepares and submits summary reports, indicating monitoring activities on projects or participants, including information about appropriateness of jobs, goals and objectives of the program.
  • Conducts oral interviews on a group or individual basis with participants and Program Operators in order to ascertain that the goals and objectives of the programs are being
  • Performs related work as required.

KNOWLEDGE AND ABILITIES

  • Knowledge of and ability to understand and implement programs within federal guidelines;
  • Knowledge and ability to conduct training and seminar sessions;
  • Knowledge of interviewing techniques;
  • Knowledge of basic mathematical functions;
  • Ability to work productively with a program and/or management team;
  • Ability to follow evaluation design;
  • Ability to monitor and coordinate activities;
  • Ability to present ideas clearly and concisely;
  • Ability to follow written and oral instructions
  • Ability to drive a motor vehicle.

EDUCATION AND EXPERIENCE

  • Graduation from a recognized college or university with a major in Business Administration, Social Sciences, Physical or Natural Sciences, Education, ResearchMethods or related fields.

  • A High School Diploma supplements with four years’ experience in program management or program monitoring related work.

Special Education Supervisor STX

DESCRIPTION

An individual selected for this position will be directly responsible for the planning, designing, organizing, conducting, and implementing the Department's initiatives within the Special Education Program. This individual will be responsible for the supervision of personnel assigned to the Special Education Division.

DUTIES AND RESPONSIBILITIES: (NOT ALL INCLUSIVE)

  • Exercises general supervision over the program planning for all school-age children in need of special education services as determined through evaluations and recommendations of the Educational Diagnostic Center in their assigned area of supervision;
  • Provides identification census in accordance with VI Rules and Regulations and Annual Federal data requirement on a monthly basis;
  • Maintains a current list and description of program options in their area of supervision;
  • Coordinates Education Planning Meetings to facilitate the individualized Educational Plan (IEP) as described in the IDEA for students 14 y ears and older;
  • Gives direct assistance to teacher in the implementation of a student’s Individualized Educational Plan (IEP) where necessary;
  • Provides statistical and narrative data on forms provided by U.S. Department of Education, Office of Special Educational Programs as required by law and programmatic need;
  • Assists with writing grants for special funding in this area;
  • Assists with program and curriculum development in this area;
  • Performs other duties as required.

SUPERVISORY CONTROL

Reports to Director/District Coordinator of Special Education.

GUIDELINES

  • Possesses sound knowledge of the policies and procedures established by the laws and regulations governing the program;
  • Interprets and communicates accurately program policies and procedures to the District Director and Coordinator and later to school administrators, instructional personnel in the public and non-public schools of the St. Croix District and the community;
  • Provides leadership in the implementation of the Special education Program (7-12) for the St. Croix District;

PHYSICAL DEMANDS

  • Makes regular visits to schools and other offices within the District;
  • Coordinates activities with other activity centers throughout the department when appropriate;
  • Off-island and inter-island travel to residential schools.

KNOWLEDGE AND ABILITIES

  • Ability to establish rapport with students, adults and all other persons contacted during the course of the work;
  • Ability to speak and write clearly and concisely.

EDUCATION

  • Master’s degree, including major preparation in educational or applied psychology; and
  • Two years of experience as school psychologist or a related field.

  • Certification by the Virgin Islands Board of Education

State Ombudsman Officer

DESCRIPTION

An employee in this class monitors and enforces Title I and Title VIII equitable services requirements.  This individual will be the primary point of contact for state educational agencies (SEAs), local educational agencies (LEAs), and private school officials on addressing questions and concerns regarding the provision of equitable services under Titles I and VIII.

ROLES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

·Serve as a general resource regarding equitable services requirements for both LEAs and private school officials, which may include conducting initial outreach to define the contours of the ombudsman’s responsibilities.

·Develop, in partnership with other relevant SEA staff, monitoring protocols applicable to provision of equitable services and participate in a sample of any monitoring activity.

·Provide technical assistance regarding equitable services requirements for SEA staff administering applicable programs, LEA staff, and private school officials.

·Establish a process for receiving documentation of agreement from LEAs consistent with the consultation requirement that results of such agreement shall be transmitted to the ombudsman. (ESEA section 1117(b)(1)).

·Participate in the State’s Title I Committee of Practitioners (ESEA section 1603(b)) and, as applicable, nonpublic schools working group.

·Participate in all consultations with nonpublic schools officials and LEAs.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge and understanding regarding equitable services provisions, including the stature, regulations, and guidance, necessary to implement, monitor, and enforce the equitable services requirements under both Titles I and VIII;
  • Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records;
  • Ability to communicate effectively with individuals at all levels of the organization;
  • Ability to organize and communicate information to a variety of groups of people;
  • Ability to gather and analyze information;
  • Ability to facilitate resolution of conflict between parties;
  • Ability to network and collaborate with others;
  • Ability to deal with individuals from a wide variety of backgrounds and cultures.

SUPERVISORY CONTROLS

Work is assigned to the employee from the immediate supervisor. Assignments are received from the Director of Federal Grants.

GUIDELINES

Guidelines include, federal and local laws, rules and regulations, OMB circulars, memos from regulatory departments, including the Office of Management and Budget, Department of Finance and Property and Procurement.

COMPLEXITY

This position entails the financial oversight and review of federal programs/projects within the department/agency. It involves reporting and responding to audits.

GENERAL STATEMENT OF DUTIES

This is a highly skilled position in which the employee performs skilled and semi-skilled physical plant work, in the areas of carpentry, masonry, roofing, general construction, and building trades to include plumbing, electricity, exterminating, painting, grounds keeping, general plant maintenance, repairs, and preventative maintenance. This person is expected to be hands on as the job requires.

Work involves the coordination of activities that involves the upkeep and maintenance of all facilities in a school or other public facility for the other public facility for the department or agency assigned to.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Performs skilled work in multiple trades such as carpentry, electricity, painting, plumbing, heating and mechanical work.
  • Coordinates maintenance activities to ensure proper completion of work in a safe and timely manner.
  • Coordinate maintenance activities.
  • Coordinates and performs repairs, installations and equipment relocation.
  • Prepares cash quotes or estimates for maintenance work orders so that supplies can be purchased with school administrators and other supervisors.
  • Maintains a system of maintenance and supply records, work orders and procedures for accountability.
  • Interprets specifications, blueprints, and work orders.
  • Establishes or adjusts operations to meet time lines using knowledge of equipment, machines and personnel.
  • Performs other related duties as assigned.

KNOWLEDGE, SKILL AND ABILITIES

  • Knowledge of occupational hazards and safety precautions of mechanical, plumbing and building trades;
  • Knowledge of the practices and techniques used in maintenance, construction, plumbing, carpentry, masonry, electrical, painting trades;

  • High School Diploma or its equivalency and successful completion of an approved course in building technology and facility maintenance and six (6) years’ experience in any of the building trades.

OR

  • High School Diploma or its equivalency and eight (8) years’ experience as a Maintenance Engineer or a similar related field, and two (2) years progressive experience in two (2) or more building trades.
