DESCRIPTION

Under general supervision from the school principal, the individual in this position is required to have advanced professional knowledge of the theories, skills and techniques of library science management for use in a library occupation in government.  An employee in this class may perform highly specialized library functions and may thus require knowledge of the basic principles, theories, practice, terminology and expressions of a discipline or specialized subject-matter area such as materials on the Caribbean, Virgin Islands.  Employee is also responsible for documents, Archives, Danish West Indian History, Danish Gothic Script, Fine Arts, Music, Media, etc. This position may involve the supervision of library personnel in the performance of administrative, technical, and professional tasks. Employee will work under the general supervision of an administrator who assigns duties.  Employee is expected to function

independently in executing his/her duties. Duties are complex in nature relative to the techniques and principles involved in library science management.  The purpose of the position is to perform such tasks and functions associated with the provision of user-services in any library service community to which the library has responsibility.  Contacts are primarily with coworkers, children, young adults, adults, and the general public. Work is reviewed through observations and staff conferences.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)

  • Performs literature searches, involving the systematic and comprehensive search for information bearing on a specific problem or subject.
  • Catalogs non-processed materials.
  • Collects/builds and develops subject collections, based upon recommendations of service-area personnel as well as personal judgment, maintains want list of books and materials to be ordered.
  • Provides community information and referral service by maintaining community resource guides and information files.
  • Attends community service agency meetings as library service-area representative.
  • Answers in-depth reference questions (i.e. questions requiring research using at least two reference sources.
  • After consultation with staff and library users as appropriate, writes long-range plans and

  • Evaluates gift books and materials and assigns them to the appropriate library collection;
  • Gives orientation training to newly appointed librarians and other staff in various service areas;
  • Assigns, schedules, supervises, and coordinates the activities of lower level professional and non- professional staff;
  • Designs and implements library programs;
  • Develops and writes library long-range plans and objectives;
  • Acquires, select, organize, and disseminate knowledge and information suited to the needs of a library service community;
  • Performs related work as required.
  • Ensure that report cards and cumulative records are prepared for all students enrolled;
  • Determines whether or not a possible graduate has met graduate requirements;
  • Performs related work as required.
  • Identifies gifted children and suggests accelerated programs for such children;
  • Prepares case histories and reports outlining diagnostic results of the tests as a basis for planning the type of treatment;
  • Plans and supervises in-service training programs for teachers to meet the needs of students;
  • Provides to school personnel, parents and certain community agencies clinical and diagnostic information regarding children learning and emotional problems;
  • Prepares and submits required reports to the Director;
  • Participates in case conferences and research programs;
  • Participates in the development and administration of programs in the department;
  • Prepares and maintains comprehensive case records on each client in accordance with local and federal standards;
  • Performs related work as required.

KNOWLEDGE, SKILL AND ABILITIES

  • Extensive knowledge of library objectives, routines, procedures, techniques, methods, organization and administration;
  • Extensive knowledge of library materials;
  • Comprehensive specialized knowledge of materials and functions of one or more particular library service areas;
  • Advanced  written and oral communication skills;
  • Ability to establish and maintain interagency relationships;
  • Ability to determine and satisfy the information needs of library patrons;
  • Ability to interpret library policies, objectives, and services to community groups, public officials, and the general public, and to establish and maintain favorable library public relations;
  • Ability to devise and utilize innovative procedures and methods;
  • Ability to develop and implement new programs and to maintain ongoing programs in order to involve the community in the library;
  • Ability to make sound and independent judgment while performing various tasks and assignments;
  • Ability to lift 70 pounds or more;
  • Ability to walk, bend, stand, or stoop for an extended period of time
  • Ability to exercise patience while dealing with students;
  • Ability to work harmoniously and effectively with all those contacted during the course of work.

EDUCATION AND EXPERIENCE

  •  Master’s degree in Library Science and three (3) years of progressively strong working experience as a librarian.
